The Demise of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – almost certainly imported technology. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until circumstances change in its benefit.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
